Rule
The CONSUMING side declares the binding: the Step writes `uses: BCR-…`, and no task list is kept on the Skill; the same fact cannot live in two places. The body must be at most 300 lines. The `describes:` field declares the rule or the diagnostic the skill teaches; each list entry is either a resolvable node CODE or the name of a diagnostic held in the diagnostic registry (for example `kenar-metin`). A declaration that fails to resolve raises the `beceri-drift` diagnostic, because teaching material cannot come loose from the rule it teaches.
