Rule

A session handover is transferred without loss through standard sections. The sections are these: the progress field is a single sentence carrying one CODE; the next field gives the priority chain; the locks field lists the rulings that do not change between sessions; the openItems field holds the pending items, gate status included; and the summary field is the body that carries the session narrative.
