Rule

The ground binding (MIM-1.4): every Layer declares its ground through at least one of two type-pure edges; `uses` points only at one concrete Technology and carries at most one target, while `team` points only at a TechStack and carries one or more targets. Neither edge may be written in place of the other, and the `team` path is tried first. A Layer with no ground can be built only at the moment of birth, while the project has not yet declared any Technology or TechStack, with a temporary `teknolojiBağımsız` declaration; once a ground is declared the declaration is removed and the Layer is bound. The kind of work is written in the `departman` field of the Sublayer, not in the ground, and work that needs several technologies is split into separate Layers. A Sublayer inherits this binding unchanged and declares none of its own
