The identity-domain boundary (MIM-1.1 · ORK-5): it covers exactly one IdentityPolicy and wraps zero or more IdentityProviders; Projects on shared Auth point to this root with the `uses` edge and Project identities never merge. A provider with no root, and a policy outside a root, are violations; engine enforcement is still owed by the engine round under the `auth-omurgası-ihlali` diagnostic
