Rule

The regime contract (the YAS-1 family): under the strict regime every Layer→Step containment path passes through at least one Sublayer and a Layer may not hold a Step directly (YAS-1.1 · the enforcing `katı-rejim-altkatman-eksik` diagnostic is still owed by the engine); only in small or experimental Projects declared flexible may a Layer hold a Step directly, and that permission does not forbid Sublayers (YAS-1.2); the regime changes only through an explicit user action — structure is never auto-wrapped, moved or deleted, and nodes that contradict the target regime carry a visible diagnostic until they are fixed (YAS-1.3)
