Rule
The `phase:` field is a FREE label with no fixed value list; the language stays generic, because product-side phase names are never written into the substrate. The ordering between Mechanisms is read from the acyclic graph built by the `dependsOn:` edges. Cross-cutting content (Policy · Rule · Metric · Log · Security) stays INSIDE the mechanism and is never scattered across steps.
